Three Nabbed in Alleged Murder for Insurance Scheme Awaiting Extradition
1, Insurance Fraud — By Trace America on September 13, 2011 at 2:36 PMKwang Sup Hur may finally be able to rest in peace after his September 1st death, which police are calling a homicide.
According to Insidenova.com, it took the combined efforts of nine agencies and police departments, but three people have been arrested in connection with the death of the 75-year-old man.
Jung Min Jun, Ho Young June and Jung Ok Jun were arrested in the New York/New Jersey area on September 9th and 11th, stated Prince William County Police Chief Charlie T. Deane and Commonwealth Attorney Paul B. Ebert. All three are awaiting extradition from New York and New Jersey to Prince William County and have been charged with accessory to murder and insurance fraud in connection with the death.
“I wanted to announce these arrests and the solution to this case as soon as possible,” Deane said, “because the residents of this apartment area were very concerned about their personal security. More details will be provided as the case unfolds and as these individuals are brought back to Prince William County to face charges related to this insurance fraud-murder investigation.”
“This case, which is still under investigation,” Ebert said, “certainly could not have been made without the outstanding cooperation of all these law enforcement agencies. … Hopefully we will have them back in this jurisdiction in the near future.”
Investigators believe that the motive was a $1 million life insurance policy payout that all three of the accused would benefit from.
Ebert stated, “One of them was the beneficiary, but all of them would benefit from the policy. They’re close family.”
Hur’s body was found in their apartment, a unit in the River Run Senior Apartments complex, just before midnight on September 1st by his wife.
All three offenders are related to the victim.
“This investigation took on an intense pace last week,” Deane said. He also noted that the Prince William police want to interview the victim’s 58-year-old brother-in-law, Jung Min Jun.
It was through Immigration and Customs Enforcement and New York-area authorities that Jun was flagged and apprehended on September 9th at the Newark International Airport attempting to catch a flight to Beijing, Ebert said.
The U.S. and China do not have an extradition treaty. The family involved is Korean.
After Jun’s arrest, five Prince William County detectives and a crime scene analyst traveled to Newark and then New York City, ending with the identification of Ho Young Jun and Jung Ok Jun, the victim’s nephew and sister-in-law respectively.
Police said the victim’s wife appeared to have nothing to do with the murder.
“This is another case in which the Prince William police department has done an outstanding job in bringing these people to justice,” Ebert said. “One of the individuals was wanted in Fairfax County on unrelated embezzlement charges. That person will likely be facing an extradition hearing [for that charge] at another time.”
Ebert stated that the probable cause of death was strangulation and that only one of the accused is believed to have been present during the attack.
When he was asked which of the three is suspected of the actual attack, Ebert stated “I’m not going to comment on that,” but he did note that “one of the three will very likely be charged with murder in the first.”
“We believe there was only one participant in the murder, but all of them qualify for and have been charged with accessory to murder,” he added “We believe that it was premeditated murder.”
Though the investigation is still ongoing, both Deane and Ebert wanted to provide the residents of River Run Apartments an update for the sake of their security.
In a letter that was dated from September 9th from Patrick Leonard, the regional director of Centrum Management, the apartment complex’s management company, he detailed plans to update security measures at each of the complex’s buildings.
He said they are currently updating the front door access system of each buildings with key fobs instead of codes (which were previously used), so it will eliminate the possibility of anyone having the same code as anyone else.
The letter also states that fire alarms for the buildings have been ordered.
All three accused parties have an extradition hearing scheduled for September 14th.
