Florida Nabs “Insurance Agent” in $2.7 Million Premium Scam

According to the Insurance Journal, Florida regulators announced the arrest of Carl Delmas Fuller on June 14th. He was charged with allegedly collecting more than $2.7 million in workers’ compensation premiums from a company after he provided them with a fake policy.
Jeff Atwater, Florida’s Chief Financial Officer, said that Fuller has been charged with mail and wire fraud.
Florida’s insurance fraud investigators say that National Employment Services believed they had purchased a workers’ compensation policy through a North Carolina insurance agent named David Walker, doing business as Southeast Services Inc. The company told investigators it had paid Southeast Services some $2.7 million, for which Walker issued multiple certificates of insurance.
As noted by PropertyCasualty360, an investigation that dug farther into the company that was named as the carrier of the policy revealed that they had no agent by the name of David Walters, no affiliation with an entity by the name of Southeast Services Inc, and had never received any type of premium payments from or on behalf of National Employment Services. Bank records also showed that the business address used by Southeast Services was a private mailbox in Myrtle Beach, SC, and was owned by Carl Delmas Fuller.
If he’s convicted, Fuller could face up to 20 years in prison.
