Miami Chiro Charged with “Crooked” Insurance Scam

Insurance Fraud — By Trace America on April 25, 2011 at 2:38 PM

A North Miami Beach chiropractor, who has been a physician for the past 30 years, has probably been a little bent out of shape lately. She was allegedly caught on a hidden camera paying patients to say she gave them treatment. The patient actually being healthy or not didn’t really seem to matter.

According to NBC Miami, Eileen Dvorkin was charged with one count each of patient brokering, organized scheme to defraud, and insurance fraud. She was allegedly billing insurance companies for services that she never actually performed on patients that she never even met.

Police allege that since 2009 Dvorkin has been paying “runners,” whose job was to find patients for her clinic, Accident Injury and Family Health Care.

The “runner” would bring people in to make false claims of injuries from staged auto accidents. Authorities say Dvorkin treated the alleged patients for the false symptoms and fraudulently billed the insurance company for treatment costs.

In a more recent article from NBC Miami, a police informant was said to have worn a hidden camera into Dvorkin’s office, in the hopes of capturing several of her backroom deals. His camera allegedly revealed a peek into the corrupt world that is insurance fraud.

While talking to an undercover informant, Dvorkin laid out her scheme in a closet in her doctor’s office, authorities allege. She would pay as much as $800 to patients who are willing to say they were in accidents that never really happened.

If your meeting is in a closet, that should be your first red flag.

In one recording, Dvorkin tells the informant that he will get paid for every friend he refers who is willing to lie and help her make a profit.

After discussing what she is willing to pay, Dvorkin stated “let them know that’s the story if it continues and we get everything worked out. There will be no problem whatsoever.” She also went on to say “I have no problem doing even better.”

From the beginning, Dvorkin made sure to assure the informant that he would get paid if he would just do what she told him.

“You need to have a little faith,” she said. “I’m not going to screw anybody over.”

Obviously, she wasn’t thinking about the insurance companies or the people they insure, because they all get the raw end of this deal.

In recent years, South Florida has become the most notorious spot in the country for insurance fraud. According to the latest law enforcement statistics, more than $850 million in fake insurance claims have been filed across the state, many of which come from fake accident claims. There were more than 2,700 of those in the last year alone.

Experts estimate those false claims contribute to auto insurance bills being up by as much as $50 per person.

Authorities believe that many of those deals happen in the same manner as Dvorkin’s.

Police claim the dirty doctor even kept her scheme a secret from her employees, who have not been implicated in the plot.

Dvorkin pled not guilty to all charges. She then bonded out of jail and has since returned to work at the clinic.

Please note that these are merely accusations made against the defendant and all defendants are presumed innocent until proven guilty in a court of law.
