Philly Cop Arrested for Fraud

Everybody knows that when a car gets stolen you call the police so they can hopefully locate the vehicle. But what happens when one of the cops appears to be in on it?

In an attempt to avoid a costly car-loan payment, a Philadelphia cop –Sergeant Dwayne Darby along with Kariem Mangum, allegedly filed a fraudulent insurance claim reporting that Mangum’s Volvo was stolen in January of 2010, the Philadelphia District Attorney’s office noted.

These charges are the result of a seven-month Grand Jury investigation which focused on the involvement of Mangum, Sergeant Darby and Philadelphia Police Officer Kristopher Epes (now deceased) in the filing of allegedly fraudulent insurance claims for the thefts of two cars.

Epes allegedly falsely reported that his Dodge Magnum had been stolen a few days before Mangum put in his claim.

Oddly enough though, on February 26, 2010 the Volvo and the Dodge were found by investigators to be safely stored away at Nick’s Towing and Recovery in Wilmington, DE.

There was no evidence to suggest that the cars had actually been stolen, the D.A. said.

The Grand Jury stated that that Darby would have had a financial interest in the outcome of the false claim, due to the fact that he was cohabitating with Mangum.

The Grand Jury went on to say that Darby allegedly conspired with Mangum in the scheme in order to collect from Victoria Insurance Company.  Due to a careful review of Mangum’s insurance policy, it also seems as though Mangum made allegedly false statements when he applied for the policy.

According to the Philly News, Darby has a 14-year history on the police force. He has been suspended with the intent to dismiss and charged with attempted criminal conspiracy, perjury, and theft by deception.

Mangum has been charged with insurance fraud, attempted theft, perjury and related offenses.

These are merely allegations as there have been no convictions.  All parties are innocent until proven guilty.
